Key policy questions for ex-ante impact assessment of European agricultural and rural policies

Abstract Policies in the agricultural and rural sectors are of key importance shaping their sustainable development. These policies changing from market-based to that aim influence farmers’ decision-making. Thus, scientific literature supporting evidence-based policy-making must develop models simulate individual decision-making (IDM) by farmers. This study aims understand policy objectives, related questions benchmark scenarios relevant European sector define research agenda for a suite IDM models. goal has been addressed following five-step process involved different tools heterogeneous actors, including stakeholders. Results suggest environmental objectives most agriculture coming decades. scenario modelling exercise should focus mainly on agri-environmental policies’ impacts while properly considering potential trade-offs between economic objectives.
